Need to pull the most recent field value from one report and show on other report

Hi Everyone,

I've voting summary table which saves the votes submitted by users. One person can vote multiple times and the most recent vote is considered as the final vote (highlighted one).


I've other table which has the complete static members list so need to show the vote status "Approved/Not Approved" on this report so that we can identify members who have not voted and also can see the final vote of members who have voted. 


I created formula query but its only identifying if member voted or not voted. I'm not sure how to update it to pull the most recent vote and the exact vote status. Or if there is any other way.
