Caching Issues with File Attachments

I was wondering if anyone has come up with any solutions to the following issue.

If someone uploads a file, and the on top of that uploads another revised file, but with the same name, this can create issues in certain browsers. I know Chrome (I haven't tested all) will show the old version of the file (rather than the current) if it is cached.

I think Firefox works, but not sure about IE or Edge.

The only solution I have found is to tell my users to be sure to rename the file if they upload a second version. Anyone else know of any other solutions?

Also, I haven't come up with the exact sequence of events that forces this issue, so if someone understands Chrome browser caching and this issue well enough to show me how to force the glitch, please let me know!
