How to update permission rules to allow other user to edit form

Per current report functionality/permission setup, only the user who has submitted the form is able to edit the form. In that user's absence no one is able to edit the form. So need some ideas, so...

Put a new field or type ListUser on the form called [Other Users who may edit].

The set the edit permissions to be a custom rule.

any
[Record Owner] is the current user
[Other Users who may edit] includes the value ( and select <the current user ).
