Add an invoice in one app and have it auto-populate in another app

We have two apps, both tracking invoices (one is a general contracting database, while the other is a service specific database).  We're attempting the eliminate the duplication of effort of having to enter invoices into both systems for either tracking and/or verification.  What we'd like to do is have a user input an invoice as a new record in the general contracting database and have it be viewable and editable in the service specific database automatically.  I'm imagining this is an app-to-app relationship, but the how to make it work is escaping me.
