You are just describing a' "or" of the two Checkbox fields so the condition to show Section 1 is just this formula:

[Box 1] or [Box 2]

Yes, you can do an "OR" in Form Riles,

when Multiple conditions are true:
When ANY of the following are true:
Box 1 = checked
Box 2 = checked.

My apology...I did not realize that there was an option to choose the ANY from the dropdown...haven't used rules in a while.  Thank you
