Can a non-user enter an email address to receive notifications?

I currently display a report to non-users on my company's secure extranet html page. Works great. But I would like these non-users to be able to sign up to opt in to receive notifications. I know how I can do this manually (send out a survey to opt in, load into excel and load into Quickbase...) but I'd prefer to add a form to the html page w/ a call-to-action: Sign up to receive automatic notifications when a field is added or modified. 

Any thoughts on how to do this? They enter their email, it goes into a new table, and I call on that table for notifications. But how do I add this form to my page?

Hi Paul,

   You could probably have the survey take add their email address to an Email Address type field on the Web Form then setup the Open notification to send to that Email Address field. Here is a screenshot of the Open notification: http://screencast.com/t/htB4BDw5y
