Can I create a dynamic form rule that hides or shows relevant sections to specific roles?

There are 4 unique roles and 17 sections. There is overlap between what each role should be able to see and I assume that is why multiple rules do not work. Table included includes a sample set of data. I can not fathom how to create a single rule for these criteria...

I think your issue is that you're probably trying to create one rule per User role, instead of rules by Section.

Unless i'm confused about what you're after, this is fairly easily accomplished several ways.  However, you are correct in that this is not a single rule if you are going to go that route.  Rather, you will have either one rule per section, or one rule per like sections (sections that have the same viewing arrangements by role i.e. sections 2,3,12,14,15,16,17 can all be viewed by role 1, and hidden for roles 2-3-4.

An example rule for sections 2,3,12,14-17 would look like this:

When

The User -  is in the role - Role 1

show Section 2

show Section 3

show Section 12

show  Section 14

show  Section 15

show Section 16

show Section 17

By default, those four sections will be hidden for anyone not in Role 1.

For unique sections like section 8, the rule would look like this:

When

Multiple Conditions - are true

When - any - of the following conditions are true:

The User -  is in the role - Role 1

The User - is in the role - Role 3

show Section 8

Make Sense?
