Can I setup a dynamic form rule based on the value of a field in the parent table/form?

Can I setup a dynamic form rule based on the value of a field in the parent table/form? For example, if 'Manager' is the parent table and 'Employee' is the child table, can I hide a field in 'Employee' form if Manager.Location=XXXXX?

No problem. Lookup that field from the parent down to the child record.  Then you can use it in a form rule.

If the parent look up field is not in the child form will the dynamic rule based on the lookup field will fire? My experience is it will not fire if the form is not in the child form. Is there any way that I can fire the rule without the look up field in the child form?
I can't give you a definitive answer as to when you must have the lookup fields on the form to get the form rule to fire.  But if its flakey, then make a section on the form called Required for form rules and put the lookup field there.

Then make a rule that is always true like
when Price is not equal to 999999
Action: Hide section Reqd for form rules.
