Color coding a field based on anything or nothing data

I am working on some color coding and I can not figure out the formula needed to color a row based on if a field contains anything...can you help me with this? Do I still use Case or do I use If? Example: I have a field labeled Payroll Notes, I want the field highlighted if there are any notes in the field regardless of what they are and not highlighted if the field is blank.

The row colorization formula would beĀ 

IF(Trim([Payroll Notes])<>"", "pink")

or else you can use hex codes

IF(Trim([Payroll Notes])<>"", "#F9A7B0")
