I have created a report in my Clients app to filter and only show clients I perform quality management for. This is indicated by a Quality checkbox being checked. I need to figure out how to show those quality clients in my quality app, so I can just have all of them listed on the home dashboard. Is this possible?

Yes it's possible to do what you ask in the body of your question. Make a report of the Quality clients in your Clients app. Copy the URL you see. Then in your Quality app Home Page make a button for a web page. Paste in that URL, but suffix it with &ifv=1

e.g. It will read like https://mycompany.quickbase.com/db/aabbb1122?a=q&qid=99&ifv=1

That does show the info I needed. However, I can reference that report when adding things to other tables for that client. Such as; when I create an internal document for a client in the internal document table, the client dropdown only shows my related quality clients. Why then, when adding a report to the homepage, is that report is not available? I'd rather not use a webpage of the report. I'd like to see the report itself. If that makes sense.

Well, my question back is why do you have so many apps.  Your life would be soooo much easier with just one app and many tables. I suggest consider consolidating your Apps into 1 App.  There is a feature which allows a table to be exported from one app and imported into another.  It's tricky to get the relationships re-attached, but it can be done. Contact me off line if you want help with that.
