The most straightforward way would be to have a field - such as a checkbox - that would be used to determine if an email notification should be sent - we'll call this our Flag. You will need to then have a Formula URL or Formula Text field - depending on your comfort level with HTML, a Formula Text field provides a bit more flexibility in the button style. In the field, you will need to do 2 calls - the first being a call to API_EditRecord to change the Flag field. The second call would be just a redirect back to the record or report the user is viewing.

To make sure the Email Notification is sent out, you will need to set it up to be sent out when a record is Modified and when the Flag field has been changed and the value of the Flag field is Checked. 

The formula for a standard Formula URL button would look something like this:
