It's probably a bug. Ironically, I was just coming to make a post about the ever growing list of very major bugs on mobile. Sadly, Quickbase is quite vocal and almost excited to tell you that they will NOT under any circumstances fix any single bug on mobile. They are too focused on their new mobile form, which they have promised me for the last 4 years and not delivered.
I can't remember all the bugs I found, but I know there are multiple regarding different dynamic form rules not working. Ill make a new post to list the 3 or 4 biggest bugs that exist, so you know what you are in for.

I thought I sent screenshots earlier but doesn't look like they came through.
It appears that the rules that specify the exact user(s) that needs to go into the field work but If I have it reference another field (ie) the sales rep for that particular order it doesn't fill the field with anything.

I am using the legacy form for both desktop and mobile in this particular situation. Same form but a user field fills depending on the category selected and information on the order.
Ie) If Sales Rep Communication is the category selected it will populate the user field with the rep assigned to that particular order.
Works fine on desktop but the field is not filing in mobile

Form rules work fine on mobile. There is however a catch with your app that if you're using the new forms - mobile devices will revert to the legacy form so lets say you have your form working on desktop in the new forms, but you're not seeing it work in mobile, it's because the mobile form is using the legacy format and you need to configure both.
