I am creating an IT ticketing app and have an online form for people to fill out for requests. Once the user submits the request I would like for an email receipt to be sent to the email address they provide on the form. The problem: the people who submit these forms won't be app user. Is this possible to do?

Yes!  You simply have to build an email-address field for them to put their emails into.  Then when the record is saved fire an email to Open Recipients and enter the [Email Field Name] into the recipients box.

So manually press the Email button at the top right of the page? Is there a way for when the internet user sends in their request they automatically receive an email?

No, you would fire the email notification you build when the Record is Added, as Matthew has so helpfully posted in the image below

You will want to make a new notification.
> Set the permissions to be "Open"
> Set the recipient to be the email listed in "Email"
> Set the trigger settings to be "when a new ticket is ADDED"
   >> Include any other conditions you'd like.
> Customize the email to have the text and field markers from the form.

See Photos attached.
