For an employee benefits database and we want the employees to be able to update their address and view their data, are they considered users (user monthly fee)?

Just need to know what a user is defined as?  I have 400 employees

A user is anyone who will be accessing the application to view or update.

The only exception  would be if you make a table "open to everyone on the Internet". But that type of access is better suited to posting innocuous data like little league baseball scores or else an app where users can submit, say, job applications, or inquiries for information requests,  but not browse other records after they submit.

So, bottom line is that you will not be able to control access to limit each employee to only be able to edit their own information unless they are Users and each unique user counts as a User.
