I am using a contracts app and want to create one dashboard and have the All Contracts report show only the items related to each users department on that one dashboard.  I don't want to have to create multiple dashboards and multiple reports depending on their department.  I also want each user to have access to view all the contracts when they look at the contracts table.

No problem.

Set up a table of users where the Key field is Userid and another field is department.

On the various details tables set up a formula field called [Current User] with formula of User()

Make a relationship based on that field back to users and look up the Department.

Make Report(s) called like

My Department's Contracts and filter on where [Current User - Department] equals [Department]

So one report serves all users.

You may want to make a relation between users and Departments, if Department is a table.

The key field userid needs to be  field type of User.
