How can I use the formula URL to ask users to save a record or automatically save using URL?

Using a combination of this formula URL and form rules users will now be required to complete the remaining fields in a form before "finalizing" the record. I need users to prompted to save using javascript prompts or by adding functionality within the URL to save the existing record.

You can create a image on load formula text field. In that field call any js code page and inside the js page use DoSaveAdd(); function which will save the record.

For better design you can add confirm message and if it returns true then call the DoSaveAdd(); . Only calling this function will help you to save the record without clicking the Save button available in form.
