This syntax should work as a URL formula button

urlroot() & "up/" & [_DBID of the table that hold the file attachment]  & "/a/rxxx/eyy/vo

If the table is in the same app as the button, then you locaterthe [_DBIDxxxxx] string from the Advanced properties of the table.  If it's in another app, the  you need to hard code the table.  Then after the "r' you put in the Record ID# where the file is saved.  Then after the e you put the field ID# of the file attachment where the file attachmentis saved.

For example, in the example below the record holding the file attachment is record ID # 223 and the field ID it is stored in as 8.

You will need to ensure that your users do have permission to access the record where the file attachment is stored

I understand what you are saying but I am unsure of how to save this document to my app. What field type do i use to upload it? I have tried a link but it comes out as a completely blank page. Thanks for the quick response.
Create a table in your app, typically called DOCUMENTS.  Typically you would add two fields, a text field for the description, and a file attachment field type.  Then Add a record and upload your standard document there.
