I work on a project that will run for 5 years. What happens to the data after the project closes down? We'll need it for audits a few years after closeout. Do we have to maintain licenses to access the data the whole time? Can we purchase licenses later to go back and find the data? The challenge is that we cannot bill to the project after it closes down.

Once you terminate your Account with QuickBase all the data is lost and not restorable.  You would need to dump your data to excel or some other place to retain access to the raw data.  The only other option would be to find some other QuickBase Subscriber to "hold" your application. But then you would be trusting another Company with your data and application. Applications can easily be transferred between owners.

If we export the raw data, could we also export each App Design so that we can load the data back into QuickbBase when we need it again? By itself, the raw data may be hard to interpret.

No, there is no concept of exporting the App Design. You would need to have some other subscriber maintain your app structure. At that point you may as well save the data too.
