[WEEKS_TO_EXHAUST] does not appear to be a date field. Are you sure about that?
What Field type is [EXHAUST_MONTH]

Can you explain in regular English words with an example of what the formula is trying to do?

Try:

If(IsNull([WEEKS_TO_EXHAUST]) or [WEEKS_TO_EXHAUST]=0,"",

If([WEEKS_TO_EXHAUST]<0,"-",

ToText([EXHAUST_MONTH])

))
