I have the following formula created but it won't return the second half of the formula.  So if the formula is null the field is returning empty

If(not IsNull([Novelty Item]),[Novelty Item],[Event - Items])

I'm assuming both fields are text fields:

When you are finding 'null' values for text fields you have to use the double quotes ""
'Null' is used for numeric or date fields.

So try this:
If([Novelty Item]="", [Event - Items], [Novelty Item])
Or

If([Novelty Item]<>"",  [Novelty Items], [Event - Item])
