Is there a way to track who has downloaded a file attachment?

Our company is thinking about using the document library app to manage our designs.  There is concern that someone could download the design data prior to leaving the firm and take it with them when they go. With a log showing who has accessed the files it would be possible to see if someone has done so and take appropriate steps.
