Need help with a text formula to show blank

I have created a formula text field which I would like it to show BLANK, if another field [Draw Capacity %] (numeric field - percent) is blank (manual entry), ELSE show a text string. It's not working. What am I doing wrong? 

FORMULA ATTEMPT 1
If(IsNull([Draw Capacity %]),"","Draw capacity:(when including soft cost, deposits and other cost allocations)")

FORMULA ATTEMPT 2
If(ToText([Draw Capacity %])="","","Draw capacity:(when including soft cost, deposits and other cost allocations)")

RESULT:
The text string in quotes is always showing, whether or not a value is in the numeric field.

To reiterate if there is a value in the [Draw Capacity %] field, then display the text noted above. If there is no value in the [Draw Capacity %] field, then the field should be blank.


Can anyone help?

If the field for [Draw Capacity %]  is a data entry field  look for the checkbox in its field properties as to how to treat blank, and uncheck the bix which says "treat blank as zero". The result will be that a blank will be treated as null.

I suspect it's never null, since blank is being treated as zero.
