New verified user doesn't appear in company user list

I added a user, the user registered using the verification email, but the user isn't in the company user list. The user can log in, but no apps are available. Please help.

Jonny QuickBase provided guidance. I created the user from the Provision Users menu in the Manage Billing Account section, so the user wasn't assigned to an application. I went into an application and added the new user to the user database and now it works fine. Thanks Jonny!
