Is it possible to set up restrictive access to tabs? 

For example: 

We have access to our database for our clients to view cases and activities as we work them. However, some tabs in cases are for our inner office use only. Is there a way to restrict view from these tabs to eliminate visual confusion for our clients as well as protect our inner office workings? 

Also, is it possible to set a text portion in a form that will only show to certain roles? (ie: instructions for case managers does not need to be seen by clients when viewing)

Yes, you can Anna. Go to 'customize this form' and use 'dynamic form rules' to establish these restrictions.
