It's the Automatic Formula Machine application which was recently posted by Brian Cafferelli of Quick Base. It's a handy-dandy tool.
As to your question; the uploading into a File Attachment field can only happen in the record the file attachment fields are stored. Once there; you can download/access those stored files from related tables as long as you can point the URL to the DBID and correct Record ID# of the record that houses those files.
