Using API commands to update a field does not trigger Dynamic Form Rules when it's supposed to.

I use API_EditRecord in an application I wrote to update records in a QuickBase form. The form also has dynamic form rules set up to make calculations and enter data into other fields based on the information in the fields updated by the API call.

Using the API command does not trigger the dynamic form rules. Manually editing the fields directly in QuickBase triggers the dynamic form rules successfully. 

Is there a way to trigger the dynamic form rules when updating a record with API commands?

In a word "no". Dynamic Form Rules only act in manual edit mode on a particular Form.  You would need to build in the same logic into your API to calculate the values to be populated into the other fields.  You may update basically an unlimited number of fields all in one API_EDITRecord call.
