Using filter, can I make it so that the user has to enter exactly what the value is instead of it being a dropdown?

I have a report where I use a <ask the user> filter to make the user enter a personalized number to take them to information specific to them. We don't want users to be able to see other users's information which is why I have this filter, but unless I change the filter to "contains" rather than "is equal to" it just gives a dropdown of all the values. Is there a way to make an <ask the user> "is equal to" filter that forces the user to enter the value exactly instead of a dropdown or "contains" field?

The best strategy for this sort of thing is a well-configured advanced security model. That would prevent users from seeing data that they shouldn't see.
