Warn users if there are saved records with the same claim number

I looking to find a way y for users to be informed if they are creating a record but there is already another saved record with the same claim number and pended status. In this case users should go back and edit the pended records rather than creating new record to prevent duplication.

Set the claim # field to be Unique.

Hi, the claim number should not be Unique as it is possible to have multiple records with the same claim number. However for each record we have a field called "decision". If the decision is pended I want people to edit the saved record with pended decision. if the decision is accepted then it is ok to create a new record with the same claim number. How can we let users know if there are records with the same claim ID but pended while they are creating a record?

I don't totally follow you, but you are also able to make formula fields unique.  Also note that there is one "value" that is always allowed to be duplicated inn a Unique field and that is null.

Can you have a formula field that calculates to null if its OK to have duplicates else calculate to the claim #
