What controls Sorting of Report?

I have a user in a fairly high access role. He is unable to sort a report (he see once he clicks on a chart).  Usually there are options in the report label to do that.  Are their only role settings that control this?

I would first check in the Role, then under UI (User Interface) for

Hide UI for creating or customizing reports

If the user is in multiple Roles it's possible that you would need to re-sequence the roles by making the higher level Roles higher up on the list of Roles.  It's a drag and drop feature to change the sequence of the Roles when you are looking at the list of Roles.

User is in Single role.  I have now clicked off the Hide UI for creating or customising reports but the concern is that user will create unnecessary reports.  Wish there was other option.
I agree that this is an issue.  I suggest that you not allow regular users to create shared reports. That is a Role setting.   That way they cannot break the main reports which the app depends on.
