Why is "customize this report" not showing for a role?

I have a role that has "Basic Access" to an app I created, but I've given them the ability to save common report for all of its tables, and "Hide UI for creating for customizing reports" is not checked.

But "customize this report" is not showing for them.

What am I getting wrong?

Are these users in Multiple Roles?  If so, the first Role in the Role sequence will affect that setting.  You may need to re-sequence your Roles.  Let me know if that fixes the issue.  ie drag that more restrictive Role down lower in the Roles list.

As far as I can tell, no.

From the manage users dashboard each user only has one role listed in the role column.

I'm not sure how I would have given them multiple roles (though I know it can be done), -- if it's through Groups, I've created no user groups.

Or is there another way I can check?

Any chance this app is open to everyone on the internet - like those 3 billion people?  If so, then you users are part of everyone on the Internet.

No. The app requires tokens. I'm not sure how it would have been made available to everyone -- there are four roles (one administrative, the rest are Basic Access).

We've only sent invitations to our associates and user would all be on our email domain.

You may need to go to QuickBase support with a Support Case ticket at the top right under HELP.  I'm not sure I have any more ideas.
