Filtering User field

We have a Clients table and an Associates table. The Clients table has ha field (user type field) that pulls the Associate users which is a key field in the Associates table.
I need the field in the Clients table to show only active Associates users. Can I use a formula? is there another way to do it? Thanks in advance.

    I think what you ar saying is that when editing or Adding Client record you are selecting an Associate as a look up from the Associates table, but you just want the user to be offered Active Associates..

    no problem,

    Make a report of Active Associates on the Associates table. 

    Set the  FORM property  on the client form to use that report when selecting an Associate.
