Answer is No.
You might try setting up a multiple choice field and select the option in the configuration to select values from another field.
But I really don't understand what you have against relationships.

I think if you want to select a record from a parent table you may as well have a relationship to that parent table. you cannot have a record picker be the results of a formula query.

Trying to avoid relationships. I would like to bring results from one table to another - something like a default record picker in the reference field. I need to have it in the dropdown with the possibility to select one record. Is it possible to do this through a formula field and get records?
