Try this:
If(
ToNumber([Client Entered Ranking])>0, "<div style=\"background-color:#ffff00;\">[Client Entered Ranking]</div>", "<div style=\"background-color:#d4d4cf;\">[Client Entered Ranking]</div>")
The way you had it, you were saying If Ranking is greater than 0, be yellow, otherwise do nothing. This way it should be grey.

To clarify, where are you trying to apply this code?
You won't be able to color cells via the 'reports' color coding section that only colors rows. You need to create a new, rich-text formula field for each field you want a different color for. So you'll have basically have a 'copy' of each field you want colors for.
Then, you can make a report that includes these fields and the colors will show in the report.
