Translating Rich Text Formula

Can someone tell me what this formula is trying to achieve, currently it takes me to a page that doesn't exist. (I put the x's in place of the actual domain name)

    It is trying to display a record from table bh5b2m9ax with the key(your record id) of the lease number on form 25. I would double check that a record of that lease number exists if it is coming up blank. If it does then check if form 25 has anything even on it.
