Are webhooks disabled in the sandbox environment?

Question

I've been trying to get a simple web hook to fire when any data in a form changes from our sandbox environment without success. Nothing gets hit on the server side, whether in IIS or even Failed Request logs indicating that the request was ever generated. Even if I change the endpoint to something malformed or nonsensical, no error messages are ever listed in the Quickbase error history either. Is it possible that webhooks are disabled in the sandbox environment entirely? The FAQ doesn't mention any limitation of this kind...

When you put an app in sandbox mode, you can still create new&nbsp;webhooks&nbsp;in the sandbox. They will appear in the original app when you apply your changes from the sandbox.

I guess the question is (and I have the same question) whether the webhooks (or for that matter qb actions) will actually run in the sandbox. Otherwise how are we to test them before releasing to production?
