Indeed you can
Just copy the URL from the report onto your clipboard.
Make a new dashboard element of type Webpage and paste in the URL but suffix it with &ifv=1
For example https://mycompany.quickbase.com/db/abcdef123?a=q&qid=1&ifv=1
adjust the size of the box to fit the report.
Now, if the user drills down, then it will get weird as all the Quick base headers will show, so I suggest that you create a version of the report that dow not allow drill down if it's a summary report or chart and for table reports block view and edit. Then put up a regular button to link to the full report if they need to drill down or to use Dynamic filters.

This doesn't want to work for me with QB Report Chart URLs.
It works fine with external web addresses.
I've tested it pointing at charts both in the same app and in a different app, with no luck.
Is there a global setting somewhere to enable / disable QB reports being embedded elsewhere?

Try putting in a support ticket to Customer Care and ask them to confirm that your Realm is set to allow "iframes".
