Changing the ""to whom""field within notifications and reminders?

I've been looking to add a specific user to a notification/reminder rather than myself. However, I am currently only getting 2 options: record owner, and last modified, as an option. can someone guide...

In your notification settings you should be able to select email list and a text box should display allowing you type in specific email addresses.
