Did you try to re-arrange "searched" fields in query?
So it first go with field 9 and only later with 7?
Maybe you can add some additional parameters which will allow this to calculate. I was doing this workarounds to my formula queries fields :)

Thank you Adam! I tried this suggestion and even after adding additional filters and trying to rearrange the fields in the formula, I couldn't get this formula saved when used in field or a report. :)
Looks like a limitation when it cant handle ~300K records.
