Right click on your field and uncheck " Allow users to create new choices".

Qrew LegendGo to the settings for the application and their roles and manage roles and go to either the permissions or the user interface for that role and take away the permission to add records to that table of choices.
Ok I am either confused or not understanding. Here is a screengrab of the table access for the role I want to modify. What do I have wrong?
