Creating reports on the fly

I'm wondering if there is anyone who knows how to create reports on the fly (probably using the API).  I'd like to email out reports which include anywhere from 2 to 100 records. I'm looking for a way to only include in the report columns for which there are values.  Anyone familiar with any technique that approximates this functionality?
