I've always wanted to toy around with this so I made an app in the builder program. I have a Data table and then a User Filter table with a relationship that has the related field as a formula to use the current user. I bring the filter data over and use a formula checkbox to determine what to show. On the dashboard is a button that goes to a grid edit report in the user filter table to set the filter where the user can set their filter. I also have it set to show everything if no filters are applied.
Anyway it is all setup in an app I can share to you. I will make you an admin and you can test in the 'participant' role. All I need is an email to invite you to the app. I only ask you don't make structural changes to the app and if you have questions I can help out.

You could post it to the app exchange and not have to worry about someone changing the architecture of the app in your realm.

------------------------------Sorry I went MIA on this, I was off for a while unexpectedly, but am now back! I am very much a visual person and would really appreciate seeing your app, Jason. I'm not sure if Mark's solution would work in this case, unless I'm not understanding something. This particular app only has two users, one for data entry and the other a manager. The manager needs to be able to run reports using the client manager filter, not a user filter, since each client manager isn't a user. We hope that to change eventually and that they will all be users, but at this time that's not the case.

My suggested solution has nothing to do with the data itself. For example, you might want to have a dashboard full of reports and then being able to dynamically filter all the reports to only show a single branch.
The point about the user focus is that two users could be sitting beside each other and have separately selected their own User Focus for the dashboard. One is looking a filter of Seattle Branch and the other is looking at the NYC Branch.
