delete old bulletins

What exactly do you mean by deleting old bulletins? Are you talking about records inside of a bulletins table in your application? It is possible if you aren't the Administrator of the application you aren't able to delete records, that ability may have been restricted by your Account Admin. 

If you are just looking to delete a record and you do have Admin and delete permissions you would do so by editing the record and then there should be a delete button in the upper right hand corner of the screen. If you edit the record and do not see that option then you do not have delete permissions, or someone hid the ability to delete records in your Bulletin table. In that instance you would want to speak to the Admin/Builder of your application about your need to delete a record.
