Field look-up in a table

I have 3 tables - the first table enters the new record and when the record is set to a closed status it moves over into a completed records table. The third table is to connect ongoing meetings to any new records that are still in active status. 

My issues are when looking up the record to link it to a current active review it is still pulling records from the completed table - how do I have the the one field in the meetings table not pull in closed status records?
