The OP is asking for 2 weeks prior to [Start Date], if I'm reading your answer right, wouldn't that be two months prior to [Start Date]?

I now have a 2 weeks prior date, and a check box I’m hoping to use as a trigger for a reminder or a notification (preferred). Is there a way to use the checkbox as a trigger even if the record is not modified? I hope that makes sense.

A notification will only fire when a record is being added or edited or deleted.However you can explore the use of both Subscriptions and Reminders. Either of these will fire through the simple passage of time.
Note that subscriptions and reminders will only fire to users unlike notifications which can be figured as open notifications and can fire to any email address.
