So, if you have the Construction Type, Location, and Avg Rate as separate tables, you're almost there, but I would set it up a little differently. Instead of having Construction Type and Location directly tied to the Quote, I would have the user select the Construction Type and the 2nd drop-down should be from the Avg Rate table. You would then set it up so there is what's called a "Conditional Drop-down". In the field properties for 'Related Avg Rate', you would select the checkbox for 'Conditional Values' and set it up so that when the user selects 'Related Construction Type', show choices where 'Related Construction Type' = 'Related Avg Rate - Related Construction Type'. Use the Location as the Proxy for the drop-down and then bring over the currency field as a Lookup Field.
