Is there a way to stop the tabs from scrolling and have them simply create a new row of tabs

It seems that when the number of tabs exceeds the page width, they start scrolling left or right...is there a way to force a new row of tabs when this happens.

You may want to consider dropping the word Refrigeration from your tab names so they will be shorter names.
