Many to Many Table Relationship with a static Table

I am pretty new at Quickbase and I've hit a wall trying to make this work. I'm not sure if I need a Many-to-Many Relationship or what? 

I have one table that will have hundreds of products. I have another table of 22 issues that won't change anytime soon (if ever). Each product has at least one and could potentially have all of the issues that need to be added to their record. The regular table relationships aren't working the way that I'd like. I can set it up where I can add one issue per product, but I would really like to be able to add additional issues.

The solution is probably simple, but I haven't been able to figure it out with my limited experience.

    This does sound like a typical Many to Many Relationship. Once product may have many Issues and the same Issue may be needed for many Products.

    Juts set up a middle table, called Product Issues.

    One Product has many Product Issues.  One Issue has many Product Issues.

    Then on the product you will be able to have an embedded report of all its' Issues.
