Multiple Share Authorization List

I am trying to make a field in Table A be a lookup of the key field in table B.

When I save the field I get an error Application is not on the Multiple Share authorization list for the [field] in the table [table B].

I went back into the field within table B and checked the allow the field to be used as a shared value and added the current app.

When I attempted the lookup again I am receiving the same error.

Has anyone had this happen to them?
