Random Sample from Universe

This is in relation to a previous post called Random Sample.  However, it was left incomplete and I was hoping to get assistance on a use case.  I'm building an application where a user will dump a universe of data into a table.  I then want a random number of records to be imported into another table, which will then become the sample data.  

So for example, 200 rows of data is provided in excel.  We need 30 of those 200 rows to do a documentation audit for...how can I get Quick Base to either decide on the random 30 out of the 200 or assign a random number to the record, then an automation to move those 30 assigned, to another table.
