Role Test w/o Sharing Settings

Does anybody know a way to let people role test without giving them access to the application settings?

    I believe that users with the ability to  Share the application with others (ie invite new users), may also Test as Role unless that checkbox is disabled on their Role.  So they do not need full Admin access, just the ability to invite users.
